Proofgold Core 0.2.4

Proofgold Core 0.2.4 is ready:

As part of the code review process I found a number of improvements than could be made. In most cases to avoid needing to document that inferior version I went ahead and made the change and documented the new version. I also made some changes that should help nodes get resynced if they get behind.

Most of the code is still undocumented. The modules config, version, zarithint, utils, json, ser, hashaux and secp256k1 have been reviewed and documented. This finishes Phases 0, 1 and 2 of the code review process suggested in January:
