There's roughly 1 block an hour, so it takes about an hour for a transaction to confirm. To collect bounties, first you need to publish the document with the proof (this takes about an hour), and only after that confirms can collectbounties be run. After using collectbounties it will be about another hour before the transaction collecting the bounties confirms.
