Proofgold Core 0.2.8 (stakers should/must update)

I did a diff on the code and see what Issue 2 is. The fix looks fine with me.

But doing a diff revealed two other changes from rc2:

The staking code once again no longer has the minamt check.

The command deltahex is back.

My best guess is that you accidentally created 0.2.8 by modifying rc1 instead of rc2.
